The Highway Reconstruction Project from Dongmumabu Village, Xiangmao Township, Naqu County, Tibet to Nide Village, Nima Township, Bange County
This project is undertaken by the Sichuan Jiangyu Construction Engineering Co., Ltd. for the Sichuan Highway Bridge Construction Group Co., Ltd. The project encompasses the reconstruction of the highway from Dongmumabu Village in Xiangmao Township, Naqu County to Nide Village in Nima Township, Bange County, spanning K0-K88. The work includes subgrade, road surface, drainage, and bridge culvert contracting.
The start point of this project is at K3622+860m of the National Highway 109 in Xiangmao Township, Naqu County, and the endpoint is at the township government gate of Nima Township, Bange County. The project route expands from northeast to southwest. The construction is aimed at solving the traffic problems from Xiangmao Township, Naqu County to Nima Township, Bange County, and all townships and villages along the line. This project aligns with the "Four Good Rural Roads" construction plan of the Tibet Autonomous Region and highway network planning. Upon completion, the project will significantly improve transportation for the local communities and drive their economic income. It will also play a significant role in the Namtso Scenic Area tourist circuit.
The project begins at K0+000 by the side of National Highway 109 in Xiangmao Township, Naqu County, and ends at the township government gate of Nima Township, Bange County, at K88+295. The project includes seven branches connecting Dongmumabu Village, Namoche Village, Dongbu Village, Kangto Village, Dese Village, Lower Earth Village, and Saji Village. The total length of these branches is 25.981 kilometers, with the main line passing through Qiongguo Village spanning 88.381 kilometers. The total length of the route is 114.362 kilometers.
The existing road is 5-6 meters wide and surfaced with gravel, inadequate for handling the current traffic. Essential safety measures along the line are lacking, making driving unsafe. While there are bridges, culverts, and other necessary drainage structures, most of them are not up to standard. The entire line lacks sufficient drainage and protection work, and the scale of bridges and culverts is insufficient.
The project area has a high-altitude subarctic semi-arid monsoon climate with an average annual temperature of -2.2℃, a high temperature of 10℃ in July and August, and a low of -40℃ in January. The area experiences significant diurnal temperature differences, typically around 15℃, but can be as high as 25℃. Natural disasters mainly include snow, wind, and frost. Considering the total duration of the project and the difficulty of implementing this contract section, the total duration for this section is planned for 24 months.
"Comprehensive Project Plan for Road Construction and Traffic Maintenance"
Main Construction Plan: The construction scheme adheres to the principle of tackling difficult tasks first, then easier ones, with priority given to key projects before general ones. Initial efforts will focus on projects that have long construction periods and high technical complexity. General road subgrade projects, bridge and culvert projects, and accompanying road construction projects can be fully launched during the construction mid-term, with final completion of road surfacing, environmental protection projects, and along-the-line facilities. Based on the project scale and timeline requirements, as well as structural forms and construction characteristics, the construction arrangement for the main projects are as follows:

Preparation: Prior to official construction, thorough preparatory work must be carried out, including land expropriation and demolition, centerline restoration, and infrastructure construction (water, electricity, roads), among other tasks. Because land expropriation and demolition directly affect the interests of local people, it should be organized and implemented by the local government. All preparation work is scheduled to take two months.

Subgrade Work: This involves earthworks, protective engineering, and drainage engineering. The plan is to ensure the construction quality and progress, strictly following the subgrade construction specifications. The planned duration is 12 months.

Pavement Work: After subgrade completion, pavement construction begins. It must meet quality checks before construction can start. The project is located in the Altay region of Xinjiang, which has a large temperature difference between day and night. Measures to ensure insulation and waterproofing should be taken to avoid weather affecting the quality of construction. The planned duration is 10 months.

Bridge and Culvert Work: The project spans a total length of 114.362 km, with five mainline bridges, three medium-sized bridges, and two smaller bridges. Bridge and culvert construction should be conducted concurrently with subgrade work, closely coordinating with the drainage process. The planned duration is 12 months.

Intersecting Engineering and Safety Facilities: Traffic signs, marking lines, guardrails, and other safety facilities should be installed after the completion of the main subgrade work.

Temporary Engineering: In the early stage of construction, in addition to developing the construction organization design, close communication with local departments is necessary to secure water, electricity, and safety measures for temporary facilities, ensuring the smooth implementation of the project.
Traffic Maintenance During the Implementation Phase: The project route basically follows the existing old road. To ensure the normal progress of construction and the safe operation of social vehicles, speed limits and detour signs will be added before and after the intersection of the construction road, G109, and the project road, ensuring safety in construction and operation.
